Background - Post Global Transfer, employees are unable to submit expenses for the previous Work Relationship. Presently, to address the issue, the new Work Relationship is cancelled, the expenses are entered for the previous record and then a New Work Relationship has to be created again. This is not an optimum solution and requires a lot of manual activities.

In expenses page, there is a banner that can be displayed to inform user about outstanding expense for previous banner(Refer attached screenshot). We need to generate a similar banner/notification/warning message while doing global transfer/change in BU if expense are pending to be submitted/paid for the employee. Based on your experience, kindly suggest an action plan to achieve the same
