How can we restrict Action tab tasks in Performance document for previous year for HR?

Summary: How can we restrict HR's to transfer, cancel, reopen, move task forward & backward to be available for the current year and not the previous year, so that the HR's should not take any action on employee's previous years' Performance documents.

We have 2023 now open and we want that from the Actions tab in Responsive page of Performance document HR's should only access transfer, cancel, reopen, move task forward & backward for 2023 and if they try to do it for 2022 for any employee it should be greyed out or not available. Is there a way we can achieve this through an EL expression using page composer.
