Line Manger Rating Distribution chart & Anytime performance documents

Line Manger Rating Distribution chart is not updated with anytime performance documents

As per the requirement  for annual performance evaluation, use only questionnaires. Goals or Competencies  sections are not using. But  Line manager need to review the rating distribution for his/her team ( My Team > Performance >My Organization > Rating Distribution) . Since overall summary section is not in the cycle I have configured an anytime performance document with overall summary section and let manager to manually update the employee performance level. Once check in the distribution page performance document list any time performance document is not available. Is this an expected behavior ? Appreciate your suggestions and workarounds.
