Journey Force Closed notification is triggered successfully but doesn't show up for pending worker.

Summary:

Trying to test the Journey Force closed notification for Pending worker. When the journey is force closed, the notification shows triggered in Alerts history log but the notification doesn't show up in their mailbox. All the other journey related notifications show up in the mailbox.
