How to Shift Performance Rating Descriptions section at the start in performance document

Summary:

we currently have configured performance document and attached the same to employee. When we go to evaluate employee the Performance Rating description section appears at bottom of page. We want to shift or show that at the beginning so that evaluator can see the meaning of ratings before they rate to employee.
