Help! Applications Lacking Signatures

eSignature is Required Field, but still receiving unsigned apps

I ensured the eSignature field was required on all versions of my application.  I completed a dummy application and it didn't let me submit unless I signed it.  Why would I still receive new applications with no signatures acknowledging our employment statement?
