How to delete Performance Templates/Process Flows?

Can you delete either performance templates or process flows?

Content (required):

I created 2023 reveiw period. I created a 2023 process flow. I created a 2023 performance template using the 2023 review period and 2023 process flow. The 2023 performance documents have not been created.

I now want to change the 2023 process flow. I can't because it is in use by the 2023 performance template. I can't change the 2023 performance template. I can't delete the 2023 performance template so i can make changes to the 2023 process flow. I now have "junk" that can't be deleted or updated and neither are in use.

how does one go about building the flows/templates and then get user acceptance and user wants changes and you can't change the flow of the template?
