How to delete blank development goals for employees?

Blank goals not deleted from development plan even after running 'Performance Data Integrity Check' process.

Managers when trying to complete the Performance documents for few employees are running into 'Error HRG-3120032'. Even after running the 'Performance Data Integrity Check' process, the blank rows are not deleted. The log shows zero updates. How to get rid of these blank development goals for these employees?
