Error while loading HSDL file to complete checklist tasks

We need to create a HSDL which would be used to complete the checklist tasks. But after loading the file, we are getting the error for LegislationCode as mentioned below. No matter what value I add the error is same. I've not added the attribute LegislationCode but i have the attribute of country in the AllocateChecklist section.

The values SG aren't valid for the attribute LegislationCode.
