Is there is any way we can hide the icons on the spring board for specific country.

Is there is any way we can hide the icons on the spring board for specific country. Basically we want to remove access from Talent management for the employees from Germany. We dont want to trigger goal plan and performance for germany. Do we need to exclude country Germany in eligibility profile or it will work if we remove icon from Employee login. 

Any quick help would be appreciated.
