Summary: We need to move an active PERFORMANCE evaluation document to a worker that is termed/rehired in the middle of the review (due to user person type change).


Content (required): The worker is changed from CWK to EE for a promotion. However, we cannot use Global Transfer because their legal entity is not changed.
