New 23B Manual RMI feature - send to rejected candidates

The new manual send of the RMI feature is a great addition to 23B however it appears that Users can send it to rejected candidates. This is a little risky for us as we use the RMI to collect SSN/DOB for candidates offers; it would be a problem if the RMI was accidentally sent to a rejected candidate.

Is there a way to configure this new feature so that we can limit to specific step/status?
