Disable National ID as not Required while adding People to Cover after 23B updates

Summary:

Whenever a new contact is added through "People to Cover" under Benefits, the National Identifier is marked as "Required". This was not the case before 23B. How can we disable this functionality as we are ok to let employee enter a contact without a national ID.
