Performance Document Evaluation - All-in-One - Proficiency - Drop-Down has Odd Behavior

If you log in as a line manager where the direct reports have outstanding performance documents and you navigate Home - My Team(Tab) - Career and Performance(Tile) - Evaluate Performance(Left Menu Option) - All-in-One Evaluation(Upper-Right Button) up can see evaluations. There are columns shown that are Profiencies. The column shows just as a box. If you click on the box the box highlights the edges. The box does not have a drop-down arrow for possible selections.
In order for the drop-down arrow to appear you must hit any keyboard key. Is this by design or bug? I have opened an SR on this issue and have been advised to pose the question on CCC.
