What date defaults for Relationship Start Date in People to Cover on new hires?

What controls the date that is defaulting in on People to Cover for new hires (converted from pending workers)? We see that the date on People to Cover is defaulting the date that the new employee applied for the position they are being hired into. For example, we had an employee that applied on 4/9/2023. They were hired on 5/15/2023. When adding persons in People to Cover before enrollment, the date defaulted as 4/9/2023 instead of the hire date. The employee accepted the date. We then had issues with the proper coverage showing up as available
