How to update Performance Goal Rating and comments used in performance document

Content (required):

Performance document is created with performance goals, have 2 sections, performance goal rating and overall rating.

We want to update performance section rating, overall rating and Indvidual performance goal rating. I think bulk updating performance section rating, overall rating can be feasible as per HDL is provided. But how we can do bulk update goal rating / comments mapped/used in performance document?

Is it feasible to mass loading of goal ratings and comments at the GOAL or Item level in performance document? using HDL? or any other way?
