How can I create a field on Manager Evaluation page?

Summary:

Under the Performance document - when the performance docuement goes to the Manager evaluation, under the development goal page we need to create a free text / drop down field named as 'Recommended Learning'. Where the manager recommended the learning to the worker on the basis of the rating.

Is there any DFF or any field which we can create only for the Manager evaluation page??
