Requires to create a role to create reports only

Summary:

We have a requirement to create a role that have access to create reports only. Where any Financials or SCM or any other modules are not given access to create transactions.

We have created a custom role with BI Admin added to the role hierarchy and Reports & Analytics task accessible privilege added to the report. Once we create the report with the custom role added user, they are unable to populate data?

Required to know if any privileges or access is missing.
