Option to Add/View Goals is Not Available from Performance Document Manager's View

Summary:Hello Team,

The Add Goal Button & option to view/access goals from Performance Document Manager's view are currently not available.

Take note that the Performance Document / Evaluating Manager is NOT the actual Line Manager in the System. The Employee's PD was just transferred to the new Performance Document Manager(who doesn't have access to Goals).

Checked the role assigned to the Perf Document Manager and it has the "Manage Performance Goal" privilege. However, the Performance Document/Goals are not clickable (it shows as plain text) and as well as the Add Goal Button (it is not visible).
