Assign a Journey Outside of the AOR of HR

Hello Good Day!,

Is it possible to allocate a journey outside of the AOR of an HR?

Content (required):

Client has a requirement where an HR is needs to allocate a Journey that is outside of his/her AOR, currently our setup in security doesn't allow this as we are using AOR to restrict the view of workers, Is there possibility on their said requirement? or an alternative.
