Competency full name should display in ‘All in one Page’

Content (required):

Whenever manager evaluating competencies in All in one Page then manager is not able to see competency full name(highlighted with yellow color) and manager has to drag the text area on right side to view the competency full name . Our requirement is without dragging, manager can see the competency full name? or at least when they hovering the mouse then system should competency full name as a popup.
