How can we enable 'Calculate' button on overall ratings of a performance document?

I have worked on manual ratings templates and calculated rating templates, I don't see anything related to 'Calculate' button. How can it be enabled and what is the purpose of this button?

I need to know about this so that I can understand this new 23C Enhancement better:

MASS RECALCULATE MANAGER RATINGS IN PERFORMANCE DOCUMENTS
