Regaining access to my OC account

My oracle cloud email was changed to another ID which I no longer have access to and I don't remember my password so I can't login to my account.

I can provide proof of ownership of that account by providing the CC details, prove that I have access to the email ID I signed up with and also prove my ownership of the phone number used during signup
