Unable to move canceled performance goals to in-progress status via HDL

Hi All,

We ran an HDL to re-activate canceled performance goals and received the following error:

"The goals can't be loaded because you're trying to change the status of canceled goals that are synced with performance documents."

We used the following format for our HDL; it had a 100% import success rate, but a 0% load success rate:

METADATA|Goal|GoalId|StatusCode

MERGE|Goal|300000xxxxxxxxxxx|IN_PROGRESS

These goals were copied from a previous year's goal plan - to which the worker accidentally cancelled. In a non-PROD environment, we tried deleting the previous year's performance document and re-run the HDL and we were met with the same error.
