Hiring an Existing Contact Person - Contact and Candidate not Merging

Summary:

Once in a while, we hire existing contact persons as employees. They are not being recognized during the recruiting/onboarding process as existing in the system, so we either create a new Person (ID and all) when we're unaware, or...if we're aware, we add an Employee Work Relationship. Is there an easier way? Some way to make sure they are recognized as already being in the system? Or, is it because we typically don't retain too much data on them, and so they're not flagged as a 'match'?
