Can Matrix Managers initiate PIP

Summary: As a part of the PIP requirement, client wants only matrix managers to be involved in the PIP process. But matrix managers are unable to create anytime document for the worker. They are able to evaluate only if HR Admin creates the PIP. Can this be handled?
