Life Event Evaluation not Showing Current Plan and Option

Hello,

I have a Ben Admin Update life event. Current rules are:

My employee is currently enrolled in

However, when I evaluate the LE and go to enroll, her current plan and option disappear as choices. I see all 5 other plans, but not the above one. She was changing her enrollment to Waive. When I choose waive, and complete the enrollment changes. I see both plans now elected:

Why is the current plan 'hiding' during enrollment?
