Running into a JBO-29115 error with a Performance Document

I'm running into an error that I haven't seen before and was wondering if anyone else has experienced something similar. A manager was trying to complete the Share and Release task in a performance document and got the following error message:

JBO-29115 Unable to construct the error message due to error java.lang.IllegalArgumentException: can't parse argument number: PERSON_NAME. Use the exception stack trace and error code to investigate the root cause of this exception. Root cause error code is JBO-HRG:::HRG_CORE_GL_SHRNG_SAME_PERS. Error message parameters are {0=Entity Object, 1=GoalAccessEO, 2=PersonId, 3=100000002826197}

We tried moving the document to a new manager, and even manually completing it as an administrator and always run into the same message. The message appears after you try to submit it.
