Employee unable to copy Goals.

Summary:

Hi Everyone:

At the Goal plan level we have made updates allowed by only HR Specialist.

When employee tries to copy the goal, the copy button is disabled. Is this expected behaviour?. Approvals are completed.

Goal Actions Validations - Delete Goal, Cancel Goal, Move Goal, Share Goal, Copy Goal, Extend Goal, Align Goal, Assign Goal (Doc ID 2695634.1) - I looked into this document but none of the scenario matches my issue.
