Is it possible to allow employees to add participants without notify manager first?

is it possible to exclude managers from the add participant task? In other words, the employee should be able to add participants without notifying managers.

In other words, participant should be able to evaluate workers without notifying managers.

Is it possible to avoid the Notify Manager step. If so, how can we do it?
