Prevent Managers/Recruiters to match candidates with incomplete application/General Profile only

When the candidates with incomplete submissions are being matched to a requisition, they are not completing the application and not acknowledging the polices in applicationContent
We have a few acknowledgments in our application flow and when candidates with incomplete submissions or General Profiles only are being matched to a requisition, the managers are able to move these candidates to the next steps without letting the candidates to apply and complete their applications, and so they are not acknowledging the policies and not completing assessments in the application flow and not being compliant.
1. Is there any way we can prevent the managers to match candidates with incomplete submission to a requisitions and only match the candidates with completed submission.
