Can we calculate overall performance rating based on grade in fastformula?

Scenario:

Grade 1 to 3 , Goal weightage 30% competency 70%
Grade 4 to 6 , Goal weightage 40% competency 60%
Grade 7 to 14, Goal weightage 50% competency 50%
