Difference between UNSPECIFIED and NO for the campaign opt-in

Summary:

Content (required):

Hello experts,

We have activated the campaign opt-in for our client since April. We have just extracted a report to understand how many new candidates since then have opted in YES or NO but we still have many candidates who have the flag to unspecified.

Would you be able to explain in which cases new candidate have the flag in Unspecified?

I am not able to see a pattern that differentiate the candidates who have NO and the candidates who have UNSPECIFIED

Thank you in advance for your support!
