Performance Process Flow In Use - cannot edit

Performance Process Flow In Use - cannot edit

I am in my test POD and trying to update a Performance Process Flow. However, under the In Use column the value is set to yes. I made sure none of the templates we have in our system are using this Performance Process Flow. I cannot get this from "In Use" so I can edit it. Also, one of the templates has a green check mark under the Template Update Process.
I followed these steps to get the process flow out of In Use status. Haven't had any luck
