Internal Employees offers are stuck in Offer Accepted and not moving to HR though the move to HR is defined in our CSPs.

Internal Employees offers are stuck in Offer Accepted and not moving to HR though the move to HR is defined. This is been observed from the last month or so and we are not able to identify the root cause. An SR has been logged and we are not able to find any trace so far on the issue. Has anyone experienced similar issue and grateful if you could share insights if so. Thanks.
