When the Enroll in Default Benefits runs, people show up in the error report multiple times.

Summary:

When running the Evaluate Scheduled process for testing Open Enrollment, the Enroll in Default process runs directly after. We noticed that now, people show up in the Error report multiple times (sometimes up to 8). They have all the exact same errors and information. Why is this happening
