Set External Candidate Communication Preference Email/Text

We have a customer where recruiters are using the create candidate manually option and attaching them to Requisitions, but these candidates are not able to receive any communication from the system for Interviews, Offer etc. as recruiters don't have any option to select the communication preference.

This oracle document suggests to use HDL or asking the candidate to login to set the preference. This is creating friction and is not a seamless workflow as now a recruiter will have to communicate back to the candidate to follow these steps and not always a candidate will do all this.
