Unable to create Object Storage & getting Error

Summary

ERROR: "You don't have permission to create this resource or the resource where you want to create it doesn't exist."

Same user able to create Object storage in another compartment. Same Policy is applied on both compartments. What is the possible reason to get an error message.

Please suggest.
