How to eliminate the extra spaces in Offer Letters when a condition is not met?

Summary:

If a condition is not met in an offer, the space where that is supposed to be shows up as a blank space, giving our offer letter a formatting issue. I saw it in another thread how to "correct" that but in the end, it didn't resolve it for me. I am using BIPublisher to modify / correct my templates.
