Enterprise onboarding Journey manual allocation NOT working

Content (required):
The current setup of the enterprise onboarding journey: it has 2 steps, and they have:
1) No action associated but the allocation criteria is "Checklist manually allocated or record created or approved"
2) No eligibility profiles attached
3)Not using Days for initiation or Delay duration
Expectation: I want to allocate this journey to an Employee manually, and this employee should be able to see it.
I navigate to my client group -> Allocate Checklist -> Search for the employee -> Add Checklist
And I got this error message.
