Is there a way to configure a standard performance document that has a rolling review/do period?

My current client would like to send out standard performance documents 1 year after the probation end date of an employee.
Content (required):
My current client would like to send out performance documents 1 year after the probation end date of an employee. After that, it should go out every year on that same date. This means that everyday new performance docs are going out. Is this possible to configure in the system? They don't want to use Anytime documents because they want to be able to mass distribute them to employees.
