Performance Goals: Add button visible based one role

Hello,

I am wondering if anyone has ever made the Add button on the Me>Career and Performance>Goals page visible only for specific roles before? My org is wanting to move in a direction where certain leadership roles are the ones to create the Goals, and then cascade them down to workers who can then modify them as necessary.

I'd like to be able to do that based on security role but I'm not seeing the Add button in Design Studio. Anyone ever tried to do something like that without using EL?
