How to Enable Anytime Feedback on Performance Reviews

We have upgraded to R13 recently and Feedback feature is available to us through the Spotlight function/directory. 

We'd need to enable this in the Performance Reviews also. Documentation suggests updating the Performance Template by checking the 'Display Feedback Notes' option in the process tab. I can see this option but unfortunately it is disabled and I cannot find a way to enable it. I really do not wish to go down the route of having to re-create all the templates, we had to this a couple of years back to enable the Goal Population feature. (Cancel, delete and recreate all existing performance documents)
