Open Enrollment 2024 moving back to a passive enrollment

I have completed my configuration for OE 2024 and ran the Open. I went to test an employee and their Medical, Dental, and Vison worked as expected, their current coverage rolled over. The problem is I have some additional life insurance plans that are automatically going to Waive and will not let the employee enroll in coverage. I have tried several things with changing the Default Enrollment rule but no luck. I can't figure out why it would work for some of the plans but not all of them.
