Worklist FYI notification to provide more detail on salary changes

Summary: My client needs the FYI, bell notification (Worklist) to not only be an FYI yet an FYI with details of the salary change. This is due to a new law that passed in the state of Minnesota. Is there a way to add verbiage to the FYI bell notification on salary changes? Can a link be added to send them to My Compensation to see the salary change or can the FYI state the salary change?

The Human Resources manager's FYI gets a detailed FYI yet the employee does not. Is there a way to have the same verbiage or template sent to the employee? See Snippet.
