Email notification when the rating of the overall performance is negative.

Summary:

Can we configure an email notification to be sent out to HR, for example (to generic email address), when the rating of the overall assessment is not successful. For us this means that the Performance Improvement Plan should start immediately. HR should be informed of these cases and we can't rely only on the supervisors to inform us.
