OCI: Building Initramfs Dracut Shows Error Message "ldconfig exited ungracefully"

Symptoms

While booting, the messages described in the following document is shown:

 However, /etc/ld.so.conf.d/bind-export-x86_64.conf is intact and the action plan does not resolve the problem.

Cause

 While rebuilding the initramfs, the following errors are shown, though dracut continues building

ldconfig: /etc/ld.so.conf.d/kernel-4.14.35-2047.508.3.2.el7uek.x86_64.conf:6: hwcap index 1 already defined as nosegneg ldconfig exited ungracefully
