How to link the Bill-to Site to Site (with the purpose Ship to)?

We have requirement to link the bill-to site to Site (with the purpose Ship to). We have create many customer with Bulk Import. But in this doc Doc ID 1624514.1 said that "There is no facility to associate a Bill-To Site to the Ship-To Site".

In another template Simplified Import (Upload Customers From Spreadsheet), they said "The Bill-To Site can be associated to the Ship-To Site using: Sheet - Customers and Field: Bill-to Site". But, we don't know how to use this template for update (not insert).

Is there another way to link the Bill-to Site to Site (with the purpose Ship to)?
