account address set is not showing common only showing Enterprise

Summary:

Customer has defined the BU and default set is Common. While creating customer, they can not select common as account address set, only Enterprise is visible, what will be issue if they select enterprise in downstream transactions, why they are not able to see the same set defined in the BU here at customer level selection, please share any thoughts
