Unable to create Supplier site

We are unable to create a supplier site and complete the supplier site assignment in our lower instances.

i have the proper role and privilege with the BU assigned to my role and i am also created as a procurement agent.

We were recently upgraded to 23C. Is anyone else facing this problem and do you have a fix ?

Please advise.
